After a series of natural disasters caused by climate change and human intervention, most of the life on Earth has been destroyed. The United States of America has been replaced by the militaristic state called The Northern Federation, which seeks to gain control over the remaining land resources through armed conflict, commonly known as the resource war. 

The story is narrated by Victor "Vortex" Cresta, a big-city police officer and former professional boxer currently going through a personal crisis.
